I think so, how do you mean? Since the update you can't see what other players reporting and stuff it may be a glitch. I have no idea but you should still have access to report a player. I may be wrong sorry if I'm anyway I hope I helped if I'm right.

The Reports section is now based on a Reporter to Mod only discussion now. As xxxvan said, other players cannot see who is reporting but you are still able to report. If need be just use the following link to make a report:
http://www.mineverse.com/forums/report-a-player.86/
Make a new thread there to file the report.

You can still report players, but you cant go into reports that players have already made.

 

This is probably not a glitch, if you look at the introduction thread, etc they are all open for users to see. But in the other hand, ban appeals and reports aren't. This was perhaps made private so users don't make the moderator's job complicated. Hope I cleared some stuff up
