Yes, a shop sign will only give you access to that chest. It protects it just like a private sign would.
The way to fix this (as stated previously on this thread) is to use a mobile device to get on the app "Minechat". While on there, go onto skyblock...
So, you're able to teleport to other plots, right? Just not yours? If so, it sounds like there's something on that specific plot that's crashing...
