I'm not sure either. /gamemode 3 serves the same purpose (can catch hackers the same way) and there's a very unlikely chance that Mods can abuse...

/gamemode 3 is good enough, and it serves pretty much the same purpose.

Support. Fishing rods are really helpful when PvPing, and it's not cheating, since it's part of PvP in general to get those wombo combos :)
