I do not play OpFactions but I belive you just place them.
This is a known bug, it is easily countered by reloging every time you rank up.
I play OpPrison everyday and I do not think those things are in it.
No one on OpPrison has /chest, /pv? /me you should have. What do you mean by 'cannot access'
