Hacking refers to any unwanted person having access to your account. It doesn't matter if they guessed the password of not, it still is "hacking."
Moderators don't get /banip, nor do head mods if I am not mistaken.

Unfortunately, this was your choice to type /commander again. I am sorry that happened to you, but we don't refund in game money in this situation.
Go to the cosmetics menu, (the nether star in lobby) and select the cape that you have purchased. That will select the cape in the lobby.
We just don't do ban requests. It's not a matter of feasibility, we just don't ban people on request.
