I had this problem, you have to minimise the window of minecraft and vote whilst still on infection and having the window open, hope this helps :)

I've seen this before kits needs to stop try priosn there were 4 mods on there earlier
if you have any other trouble uploading files, just next to the button under the text box that says post reply is the button to upload a file
i think that the mods do a good job but some can be easily distracted by the game and not their responsibilities
