No you don't, you need to buy a rank to get the permissions to it, if you dont have any rank and you're a moderator, you just have the default...
If you refund your money, i'm pretty sure you loose your rank and get perm banned
I'm pretty sure that he bought a rank, then refunded the money. Which is not allowed
