Do /factions2, it says "We are making sure everything is running fine!", sounds to me like they are almost finished making the new factions.

Apparently not, besides, perhaps this time there are new plugins that need testing. I'll probably start playing if it resets.

Definitely resets. I couldn't think of anything else why it'd be closed.
