Cyp added it when your internet was dead. You need to have at least 750 messages and 250 positives so new members can't mess with the covers and do some funny business.
^^ That doesn't really make sense... Define 'funny business' They might as well disable avatars for new members all together if that's why they disabled covers. The reason they did it was to prevent it bring abused.
In the profile covers and pokes thread he created, he said something to do with new members not being able to abuse the profile covers..
