There wasn't enough evidence(my opinion) on the other. Someone else reported him and I'm fairly certain their evidence was enough and he is banned. I'm not at my PC atm so I can't do a valid check, but I'm 80% sure he is banned now.

If you're hacking, pure hacking. It's the end of it.
