    It's so you can type the same message you typed before "tt" which you cannot normally do because you cannot type the same message/command after another.

    Example (Message)
    "Who wants to 1v1?"
    "tt"
    "Who wants to 1v1?"

    Example (Command)
    "/echest"
    "tt"
    "/echest"

    "t" is the default chat button, so that's most commonly typed.

    As Maxamul said, it's to bypass the double command spam filter, although it's easier to use "/", as it works the same way, but annoys less people.

    I have seen many people do this before. Usually they do it so that they can use a certain command again or they do it so they can keep saying something they want to advertise/say.

    Example:
    Come to /warp pizza!
    t
    Come to /warp pizza!
    tt
    Come to /warp pizza
    ttt
