Unfortunately for something to be class as rate abuse it must be 3+ rating on the same person in a short period of time, also by looking at her profile it seems that she has only disliked one post presumably yours and she does have the right to like/dislike, Why not try and message her asking why she disliked your post, I've done it myself before so dont worry.
