[Parkour] Chat filter issues

As of today, maybe last night, I believe the chat filter or some other chat aspect on parkour was updated with intent to prevent spam of identical messages. With it comes with the inability to /warp <level> repeatedly without entering other text in between use. This is absolutely counter-intuitive for a server like parkour when we need these warps to quickly move about, spam usually never is a stressing issue on this particular server as is. Please either find a way to revert back to the old chat system or exclude the following warps from this feature in some possible manner:

Better get sorted quickly. This new chat filter has ruined a few aspects of everything. Not being able to type the same command twice on OP Prison ruined 1 method of mining.

With Parkour, it's a huge problem for people who would rather use a command than run up those stairs.
Also, fix the completed ranks permissions please.
