You see many servers go to hell because a person they upgraded to Dev or Operator upgrades friends and doesn't take the responsibilities that made them that rank in the first place.
Its just a matter of finding the right people, there is no shortage of responsible players who have made fantastic moderator applications.
Not all are legitimate.Bad sides of people can get their way into an application,killing the app as well as reputation. I just think Noob and Cyp have enough things to worry about at the moment.Life is one.
Your right that not all are legitimate, but many still are from players who recognise responsibility. I agree that Cyp and Noob have a lot to worry about, this is exactly why they need staff to have more privileges
Support but as, @canucksfan44 said A large amount of things have been fixed. So it is clear they are working towards improving the server and you can't say they aren't doing anything.
Mineverse hasn't been progressing from very early on. For the player count it receives it has been lacking in a coding building and all around progression since early on when I joined back in 2013 while many other servers of similar player counts skyrocketed. The answers are simple; monetary investment vs. Owner compensation and Trust. Until that changes nothing will.
