At what point during the transaction does it ask you for that? I've never had that issue, and have bought the free items multiple times.
There's a cool down after you buy something free before you can get another. You'll have to wait until it's over, I suppose.
There is a 24 hours cool down on certain items. For your case, you must've redeemed a free basket within the past 24 hours.
