That's why said only give permission to people who you really trust, like one or to mods/head mods which would always take care of scammers just like normal mods deal with hackers

Abuse is a possibility. Innocent bans are much easier to fix than a ruined economy.

 

I guess, but why can't the owner take care of them, might take a while but he is hardly ever on (never seen him online) all the server's that I play on have an active owner (100+ players)

 

Well you could have players balances wiped as soon as their ban expires just so that if it was a false ban they do not lose it instantly but refunding wouldn't work
