why is there no sign in this cell?

So i was in prison looking for a cell and then i found a cell with no sign? What does this mean? Please answer.

Why did you put this in report a staff section

 

It is considered part of the one next to it. Renting the one next to it will give permission for that one too.

 

Thank you cueball2001 for answering that. But i did not see any two block high hole in the wall though. But im sure its nothing. Just im a noob. :>}
