I'm not sure, but I know a lot of peeps want this.
MOB SPAWNS.
When you took away mob spawns in creative, I was seriously disappointed. But I know why you took them away. But can't you just make the edges of the plots (above the stone slabs) nether fence and wood fence??? No mobs can get through. If you dont like that, try making like a border or something that players can get through. IDK. Or maybe the fences, but take leads out. And fishing rods.

No support. People would easily lag the server. Also, mobs do this crazy thing called... Walking So someone could just continuously move mobs onto other peoples plots.

 

Maybe if the move outside the plot they get tp back to the same plot
