You can just let him to to your base let him use /set home, and yea, do whatever you would like to!

Xavier, What I'm meaning is that I want him to be able to use the claim, Without it being open for anyone to raid us.

 

I don't think there's a command for adding people to your protected area. You'll most likely have to unclaim the land temporarily for them to build.

 

As larry said, I don't think there is any command you can use to add someone to the claim.
