Staff cannot tp on oppvp. Everyone fails at some time, so just do /spawn or fall to your death. Or, try throwing epearls at the wall to 'climb' up. You don't take fall damage on oppvp btw. Void damage does though. What were you doing outside the map anyway?

 

A lot of people have gone outside of the map.
You can explore the wastelands of dirt buildings.
