Sorry, but I attempted to get my Premium rank from my hijacked account to my new account and I was told that they couldn't do that. I ended up having to repurchase.
As for your Commander rank, your best bet would be to find a moderator in-game and ask them, but even then there are no promises that you'll get it back.
