[KitPvP] Ender Pearl Cooldown

Support. People who don't support want to have the advantage of spamming their epearls to get away from their target fast. And probs a 10 second cooldown would be sufficient.

No support and also skill ful players will just use their bow to boost away from a fight and get closer to spawn so then they can perl in.

KitPvP has already had a major change, that being splash potions. I'd really hope this wasn't implemented, Mineverse KitPvP is still somewhat original.
