You need to take that file and upload it to tinypic.com
The file you're uploading is using a 'Local File ' The only way we would be able to access it , is if we were on your PC.
Go to ' Tinypic.com ' and upload the picture, and then provide us with the link it gives you.

 

Or if this is a video file, you need to upload it to Youtube.com and give us the link that it provides you.
