I would work with other mods to get a very detailed rule document for each game. Put in each individual bannable offense. I believe too many people are getting banned for things they don't know is illegal. If it were layed out there for everyone to read, it would make things a lot more black and white.

But see the problem is, if you were to get admin right now you wouldn't make any money with the plan you said. As first off, all the money goes to Noobcrew which means you would have to have his permission to use his PayPal, 2. If you ban everyone/close the server then there is no money to be made. 3. You would be known as a Scammer for the rest of your life.
