hello mineverse owner, admin or whom ever can help me i have currently run into a claim issue on survival due to another inactive player's claim not allowing me to claim the rest of the land i want due to that i can't claim over claims if we could possibly schedule a time that you can meet with me and see if you can be on any assistant that would be great

A claim is a claim, whether the player is inactive or not does not matter, he's claimed the land and that's his property, you'll just have to live with that and expand your's in another direction.

 

But adding a plugin that removed claimed blocks from inactive players for more than 30days would be a great topic for a suggestion thread.
Crew some time back supposedly added a plugin that removed signs off chests for inactive players, but I've never seen it work.
