Implemented /bal [user] on Prison

    I think we should be able to check other players' balances with "/bal [user]" on Prison. This would be useful when trading to know that the person actually has the funds to trade with you, etc.

    Also side suggestion: Add a "Prison" prefix option for thread titles.
