I Don't know because here is my opinion on the matter... Ultra Keys are something you get off voting or Dragon egg finds or Vote parties. Ultra Keys are useful for players who have just joined the server and are starting out Giving them better loot. BUT now the server has entirely changed given that no new players ever join its all alts or such forth. Making the Ultra keys better is going to do nothing but make the economy worse. I believe its good that you have to buy 2 stacks in order to get a legendary key or epic key. could you imagine if you opened up 10 and got way better rewards... the game mode would not be fun anymore.

 

I get your point about the new players/alts but the majority of the server are players who have ranks or at least have something better than the things you can receive out of the crate.
