But you are lacking some of these important things:

You are using your popularity to get supports - people are supporting you just because you are well-known and their friends, not because of your qualities.
Counter example: you are ignoring everyone who rates no support, and thanking everyone who supports.
You do not work well on a team.
I see you only on discord, never on the servers.
No recent reports.
Huge gap of inactivity - only resurfaced end of last year (in-game).
No obvious contributions on forums, i.e. no useful threads or replies - suggestions, reports, discussion, only pm and profile comments.
Outdated info: used to only care about bedwars.
Not enough colour.

I hope you take these into account and improve on these. Best of luck.

Even if people are deciding to support him because they like him, that's their decision, and it's not really 1) his fault 2) your place to use this against him?? Like, if they support him it's obviously because they would like him as moderator, you're not to judge the supporters, but the applicant himself.

????????? 90% of the people who no supported either didn't leave any feedback or just wrote "no support", how's he supposed to reply to that? And the rest just said it was due to inactivity, which he has already addressed...

He might be active on forums without necessarily having to reply to every single thread, sometimes if you don't have any significant reply, it's better to not reply at all.

Well if he is gaining support because he is popular, doesn't that mean people know him and see him as a valid choice? Therefore, why is it a bad thing that he is popular.

Unless they changed the system from when I was mod reports need to be filed so if you don't do the report then the moderator will have to do one on the forums. It's not helping them by doing it on discord, they'll still need to make their own post here.

can't I for example just take these same reasons you have and use it against you on your mod app?
Popularity is NOT a negative sign if anything it's positive and he's not using it to benefit it himself if people know his name and support him? how is that his fault if he's popular?
how would you know if he works well on a team or not? maybe it's you who doesn't work well on one?

and the qualities you listed like wtf? two of them aren't even qualities like owning bandicam how is that a quality?

The activity hours are also based on available time, so it doesn't necessarily mean I'd be on the mc server for that amount time. As you said yourself: I'm close to always available on Discord. I'd be able to handle reports, appeals and people asking for help on Discord quickly. I did play on Skyblock for 6 hours yesterday, but that's just a coincidence
