OP PvP Give mods alt check

I've seen how the alt check plugin works now, its harmless. No need to keep it from the mods and its very inconvenient when someone is blatantly bypassing ban, but they need proof from an alt check to confirm.


So like, give regular mods the ability to check if someone is bypassing a ban.
