420 refers to the time in which several teenagers had met one day in 1971, at 16:20, to go off in search of a marijuana crop which they had found a map for. In the end, they never found it, but from that point they used "420" to refer to marijuana. This ended up spreading being connections, before it ended up being taken up by a rock band called "Grateful Dead". This lead to that and now it's commonly used on the interwebs... and Portland

It's either that, or it's the police code used to refer to people smoking marijuana, I've heard both
