Look at 1.19 to 1.21 u can see in the chat that he trys to heal and u can see tha cooldown thing in the chat

Okay but why u cant see him type anything in chatt and a /heal cooldown popps out of no were what else could it be if its not macros??

 

User definitely uses his macro key at the time given.

For what Klowns said. The user reporting has taken this from Shems' YouTube account. He doesn't have direct access to his in-game account.

Yep, go ahead and ban for macro use which is the same as a hack because it gives them an unfair advantage. However, you need to download the video before banning the player because it will disappear and you will have to unban for no evidence.
