Saying 9/11 jokes isn't discrimination. Discrimination is unjust or prejudicial treatment of people usually based on age, sex or race. ISIS isn't a race it's a religious militant group, so it isn't "racism". "ISIS jokes" are only racist if it's saying "all (common middle eastern ethnic group) are isis".
