3.A description of what rule they broke/how they broke it: Speed hacks or fly and aimbot and no slow. He was killing people left and right with armor and he was able to snipe them moving fast even when while aiming. He also may have kill aura. Also the video is laggy but in the beginning you can see him basically flying around while aiming.
