This happend to me once I voted and it spamed it saying i have voted but its not hacks or anything its just a glitch

No. If they vote, but aren't online, and after getting online after voting for a few days, it's automatically going to do that, and there's no way to change it.
When a player is inactive on a certain gamemode but votes many times while away, it begins to add up. Therefor, when they eventually log onto that certain gamemode once again, it loads all of their previous votes.
This is simply the GAListener plugin, and that is the way it is setup. From my experienced knowledge, there is no way to fix this unless Cyp or Noobcrew were to program a plugin themselves for the votes, and get rid of the GAListener plugin.
