A claim is a claim, whether the player is inactive or not does not matter, he's claimed the land and that's his property, you'll just have to live with that and expand your's in another direction.
But adding a plugin that removed claimed blocks from inactive players for more than 30days would be a great topic for a suggestion thread. Crew some time back supposedly added a plugin that removed signs off chests for inactive players, but I've never seen it work. Best of luck.
