Server Confusion

I asked an admin to look at a hacker in a PvP area of the game a couple weeks ago,he said Ill be right there and didn't come for 30 minutes.
Another came,looked at him tp-killing people,and left.The guy was still there.He kept doing it for another 30 minutes.
This has nothing to do with their outside lives,because they were in-game and saw the guy doing it.
