I think your taking this way over what it would be, this is a simple command no one would go to extremes like that. And if you wanted to be real the server could add another public group under the same title [player] the exact same as the normal one but without the permission to use the /report command, people could be moved to that group
But what I'm trying to say is in the predicament we're in now it's the exact same but, it takes more time to get a staff, right now I have to type in a minimum of 4 commands to get a staff on a server to ban a hacker, but I could just as easily be lying to them to waste their time. But I don't do that, this would just make hackers get banned faster and if someone is trolling staff can decide what they do with that.
@Mega_ again this neither your concern or mine about how hard it is to tell if they are trolling this is the staff's job to decide what should be put in place, this is not a valid reason to have no support, 90% of famous and good minecraft servers have this and never have a problom with it. This server needs to stop being so stuck in its ways and not accepting change, people only offer suggestions for the betterment of the players gameplay and the servers popularity/aroma.
