I think it's a custom plugin, but you can simply go to bukkit's website and search GTA plugin in the plugins section.

If you're unable to access the plugin list in-game with /plugins then the information is confidential. Mineverse also uses many custom plugins that you cannot find anywhere else.

 

There are so many ways to view Mineverse's plugins, lmfao. Only about 10% are custom.

 

And some of the normal plugins are 10% modified! :p
