/fly in plot world doesn't give any advantage... In fact, plots in general have no affect in opprison. The only thing you NEED a plot is to store items, and anyone can do that whether they have fly or not.

Can I charge for access to server commands?
Yes, as long as their effects are purely cosmetic. Commands that affect gameplay, such as a command to fly, cannot be sold for hard currency.

Copied and pasted from the Mojang website. Although you do not sell the fly command directly, you are selling it for hard currency ( real-life money) by allowing it to be used through a rankt that is purchased with hard currency.

 

Neutral, I think anyone (any player with/without a rank) should be able to fly on the plot world
