this is just a small thread like the plots on this server 65by65 ain't big enough I recommend Small: 100 by 100 Medium: 150 by 150 Big: 200 by 200. The rest on creative is just fine ;)
The plots are 64 X 64 X 64, that's 262,144 blocks itself, plus the 192 extra block height above, totalling 50,331,648 blocks to fiddle with. If that isn't enough, then I'm not sure what is.
No support, you can build plenty with the plots we have right now. Also, it would be hard to change now that everybody has already built a lot.
Well, not to be disrespectful, but I don't think you are supposed to build a town on creative, its more for you own self.
