      There can be limitations like disabling the command block and spawning mobs and ranks add more permissions

      Now that you think of it, if you really want this thing we just remove infraction commands.

      Then all they have is /fly and /god.
      Then you have a donor-like thingy.
      Moderators do not have creative or any fancy perks. We are just people in survival that can fly and deal infractions.
