I'll start off by saying that as far as I'm aware, people admitting to being someone has always been enough proof when it comes to ban evading. An 'IP Check' according to Dino is a completely stupid idea when you consider there are easy methods to avoid this. @Janice999 surely you're aware that this is bannable? @TADS you don't need an IP check as evidence for ban evading. A person admitting to it is enough - This has ALWAYS been used as proof. Has Cyp officially changed this or are mods changing it themselves?

It really isn't enough. I could say I've had an alt that's been banned for ages and I'm playing on a different account. I have multiple other banned forum accounts, does that make me ban evading? There's no evidence the ip matches.
Check past reports, or even older staff's ban logs. You don't create the rules, you merely enforce them. Things don't change because a mod has a view on something. I'm not saying I don't agree with you, but this is the way it is - it's bannable and this player will be banned whether it's by you or a more experienced mod. What makes this fair is that a player who has already broken the rules can easily roam free admitting they're someone with some trash VPN on, and get away with it easily. You're pointing out that this method of reporting someone who is ban evading is unstable, yet it is no more easily manipulated then an IP Check. This makes it fair for the community who have to deal with the person who originally broke the rules and the person who gathered evidence (generally a video of them hacking).
At one point in time, we got a new thing we were supposed to use for checking if a player was ban evading. At that time, we were told to use that and not to use evidence of a player saying that they were evading. Yes, Tads was doing as we were instructed at that time. Now that we are unable to use that particular way of checking, we will accept this form of evidence. @TADS go ahead and handle this report and punish the player for ban evading since he admitted to it. If he appeals, he admitted that he was indeed evading.
