But the stuff that happens is usually specifically designated to one mod... Like if I reported someone then a mod would go on the forums, review that report then go back in game and ban me (or not). If it was a fake ban then they would go back in game and ban me. If I made an appeal only the mod who banned me could accept my appeal, so he or she would have to review the appeal, decided if I get unbanned, then go in game to unban me. You see? The forums and in-game and intertwined together. You cant have one without the other. And usually when mods get started in a ban, they have to stay in it when other stuff comes up like appeals.
You're pretty close. The in-game aspect of being a moderator relates to the forums part. You really said it all, they wouldn't be able to do ban appeals or reports. And what other perks would they get? None, really.
Let me tl;dr all of this. Forum Mods would serve no purpose here. They wouldn't get any extra perms, as I doubt they're trusted enough to get the spam cleaner. They wouldn't be able to handle in-game reports, only the rare forum reports. They can't do ban appeals, unless it is theirs. All-in-all, it's a waste of time and space. Will it happen in the future? I don't know, I hope not.
You cant just say that. You just took a person's opinion and turned into a thought that doesn't count because the person "probably is biased". You need to let mods have their fair share of thoughts and opinions without immediately coming down upon them as biased. Oh yeah, we already have a forums administrator which is pretty much a mod.
