Is Speed II and Strength II allowed on oppvp?

I got my hand on one of them somehow and I was wondering if I'm allowed to use it? They're really op..

Do you know the person's name? Hmm... We can't confirm if that's duping, as that person could well just have bought it from another person in bulk, and this doesn't prove anything about duplication, but if you are certain that's duped, you can try reporting.
