Neutral. There are pros and cons to this

Pros: this would encourage people to file more reports. As a direct result, Cheating on the server will be drastically reduced.

Cons: People will report even the smallest of crimes just to get this rank. This would clutter up the reports bin, making punishment longer sense there is a deeper pool of reports to wade through.

You could report anyone for anything.
Spamming, cursing, bypassing, etc..

 

And certainly more fake reports.

Some people have already done hundreds of reports (@TADS ;) ), I don't think this would be fair. @Flazer has a valid point too. This isn't on the Xenforo market I don't think, so it would require a developer most likely.

It may also encourage false-reporting.
