Neutral. It could use terraforming, all you have is the temple(s).
EDIT: There are holes all over the wall(s) of the map, either fill them in or place barriers.

 

terraforming is not needed..lol.. it is focused more on the structure. no space for terraforming..yep. and sure i can fill in the holes. ty <3

 

I just see the ground next to the temples to be quite plain.
