Fix mod perms on parkour.

I am someone who plays parkour on a daily basis. I'm always seeing hackers. Every time I make a report it usually takes more than 4 days to get the person I reported banned. For example I made a report on two people Friday yet no action has been taken. I'm not saying the moderators who do have permissions for parkour are lazy I just believe if every moderator had perms on the server maybe it would make the process a bit faster.

its not broken that im aware of its just no one has perms because of a certain issue with gamemode just like minigames
