So pretty much, you always need four players to start a game, three zombies, at least one human.
On another server with Infection, they have it so the amount of zombies goes based on the amount of players.
So if there were two players, there would be one zombie.

I think it'd be nice to have it be a somewhat ratio like starter zombie

I didn't really think of the ratio, but that'd be up to the admins.

 

Maybe a max of 5 or 10 would be good.

This already exists actually (Sort of). if there's 4 or less people on (For the game to start it requires 4 people to be on, but once people get to the map players can disconnect and the round will continue) then it only chooses one person, not 3 random people.
