Make the permanent bans actually permanent. Some people *cough* @TheDeadlyKing. *cough* have been banned over 20 times for hacking and 30+ times overall. But yet they still only receive temp bans or perm bans but they get unbanned after a month still. They have had plenty of chances to change but they still wont. Other servers like badlion you only get a second chance and then you are literally banned forever. They should at least get a 2 month ban without the chance of making an appeal as a final chance if they continue to break the rules they would get banned without being able to appeal at all. I believe some permanent bans can be appealed for (like if someone's account got taken over and used for advertising but they regained their account). But I do believe that if a person has had too many chances, a permanent ban should be permanent. Support.
