Neutral. I guess it is a cool idea but it's a bit unnecessary and I would personally find it annoying.
You have to remember, this is a longer process. There is nothing wrong with the way they do it now - Everyone sees it, everyones is successfully notified, so I don't see why they would enable command blocks and go through the effort of typing this command every time into a command block, when they could just use /Broadcast Server restarting. Seems like an unnecessary process. Have a nice day ;)
I guess some may not see it, but this command seems long, they could maybe just /bc &C&LServer Restarting in 30 Seconds or something, this way people would see it. [Broadcast] Server Restarting in 30 Seconds
@Noobcrew Maybe add colour and bold or underlined text when announcing a server restart? It would make it a lot more noticeable ;)
